グランドセフトオート：リバティシティストーリーズは1998年のリバティシティを舞台に、主人公トニ・チプリアーニがマフィアの階層を上り詰める姿を描いています。プレイヤーは暴力的な対立やさまざまな犯罪活動に従事し、前作のキャラクターたちと出会います。物語はほぼ独立しており、過去の出来事への言及は限られています。ゲームにはピザ配達や自警団ミッションなどのクラシックなミニゲームも含まれています。PSP版では最大6人がデスマッチやキング・オブ・ザ・ヒル、キャプチャー・ザ・フラッグで競えるマルチプレイヤーモードがあります。
